User Costs
Costs incurred by highway users traveling on the facility, and the excess costs incurred by those who cannot use the facility because of either agency or self-imposed detour requirements. User costs typically are comprised of vehicle operating costs (VOC), crash costs, and user delay costs. To be differentiated from agency costs.
